The idea sounds cool. If you read through the comments, people are discussing how they did it.
I like this idea though: offload boot up time from start up to shutdown. Basically, hijack whatever windows uses to shutdown, instead make the computer reboot and either hibernate at the login screen, or take a hibernation snapshot at the login screen and turn off.
Either way, I'd be much more likely to shut off my computer at night/etc. I hate waiting for my computer to boot.
The ASRock solution has a lot of requirements: new mobo, windows xp, no password protection, etc. But I know people here are competent developers... it would be cool to see someone here put together what they're doing all in software, without the requirements, and make it fast.
