I personally would ship it. I'm pretty sure the army's sysadmins wouldn't take too kindly to very large media files being transferred across lines intended for e-mail and the occasional web browser.
Just make sure you ship it properly. It will more than likely go through some rough handling and intense heat.

That would be great except for the fact that his barracks has their own internet and it's wired specifically for individual personal use. He's got a desktop replacement laptop right now he plays FFXI on. They play games and stuff all the time. It's not the internet kioski that you're thinking of.
I work (as a contractor) for the Army and my office gets its Internet access from Fort Leavenworth. The Army is very paranoid (at least here) about copyright violations and has a pretty heavy hand when it comes to peer-to-peer applications. So I would suggest not using P2P.
the fastest way is for you to set up an ftp and allow many concurrent connections. then he downloads w/ something like leechget that will allow 20 simultaneous connections. sure, itll piss people off if they know how much BW you are using... but itll get done in a hurry
and as long as you dont send many many gigs in a row like that, you shouldnt get any complaints from umr it
