I think he is referring to the free copy some people can give away for free. If you already owned HL2 and/or HL2-EP1 and then you got The Orange Box then you got gift copies of those two that you can give for free to someone (you are not allowed to sell them as per the EULA). I had them but have already gifted my extra ones.
