Apparently CIS has blocked port 8080 preventing people not on dialup from using the off-campus access. If you are someone who can't access from off-campus now then I suggest you open a ticket with the helpdesk complaining.

It looks like port 8080 is currently unblocked. I'm not sure what CIS is doing but I know that it was blocked from 10pm Tuesday to about 1pm Friday.
