2. The circular outer part of a wheel, furthest from the axle.
3. A circular metal structure around which a wheel tire is fitted.

The difference as I understand it is that while "rims" usually refers to a more fancy wheel, in cases like this, the wheel is one piece. Perhaps the word "rims" is a more stylized version of "hubcaps" as 'a piece fitted to the end of the wheel' [namely the outside].

Just how I see it.

I always thought rims were the things wagon tires were mounted on, and wheels were the rim lug plate combo.

I assumed rims was kind of a slang word for wheels....

Rim and wheel are the same thing; they connect the axle hub to the tire. Whatever you mount a tire on is a rim\wheel. Hubcaps go ON a wheel or rim. The only terms for hubcaps are "hubcaps" or "wheel covers."

However, rim is usually used as a more contemporary term for "stylish" wheels, i. e., wheels that do not accept hub caps because they already display the finish.
