It's blocked by my office's smart filter, so I have no idea if it's up now or has been DDOSed to force him to take down the links again, but Torrent Links is a great database of torrent sites when it's not being ping flooded by Russian proxys.

Do you have a login and password for this site? It appears they aren't letting anyone sign up any more.
They might not be taking regs for now, being there is like 30k+ regged users at the moment. All logins have an upload/download ratio on them... so I don't think anyone will be willing to share their logins in fear of getting banned from a bad ratio.

You will be just fine using bit torrent in the dorms if you do the following things. 1st. use a client that will let you set your port range, set it to something other than a file share program uses lets just say 5000-5500, or for extra risk/fun 10000-20000. Then use something like net limiter to limit your total bit torrent bandwidth to some thing like 60 k down 80 k up. I do not think will have any problems from CIS with this.
If you are extra paranoid, register 3 mac addresses, then rotating spoof them on your machine.
I just run Azureus to limit my bandwidth and set my port. After getting another DMCA violation (like my fifth or sixth one) from relying on Azureus' IP filter, I started running ProtoWall. Haven't had any problems whatsoever since then.

You have to register and it keeps track of your ratio. The site only accepts a limited amount of users, I think it is up to 100K...
It seems to be an excellent site for games/programs/DVDs/movies in theaters
For getting brand new tv episodes I use http://torrents.co.uk/ Which requires no registration. It has episodes up usually within 30 minutes of airing on tv.
