Started last night I think, web pages load in bursts it seems and I ran a speedtest one time (haven't felt like doing it any more) and got my UL right where it should be, but my dl was 35kbps. Then I ran the tweaktest on dslreports and got 2+ second delays.
Then I dled a video from one of my classes from blackboard and got a very steady 60.4-60.6k/sec dl which is what I should get.
Then I tried tracert to umr, and it pinged out on everything past the 2nd hop outside of the modem. I pinged google and it worked sort of, had a couple time outs but none for all 3 that tracert does.
Then I tracert'd to http://www.fidnet.com and got there in 2 hops (3 if you count the modem) and no ping above 10ms.
So my thoughts are there is some routing hop problem just beyond fidelity, or maybe fidelity's last server. Is anyone else expierencing similar trend? Or am I gonna need to call their helpdesk and talk to an Indian.

In a word, yes. Our house is connected by one high-end cable connection, proxied out among 41 users. (In reality, half that number, but at least 41 connections are possible.) So I've been going through the exact same things you are. I thought it was somebody in house hogging the entire bandwidth at 2 a.m., but now I know better.
