You can take them with any digital camera, then go to Walmart and use the Kodak machine (only the Kodak one) to print out "ID Photos>Passport". They'll be ready in 2 minutes or so. Then take them to the courthouse to get the paperwork taken care of.

I don't know that I'd take them myself. They have very strict rules about facial expressions, the angle of the head, how much of the photo space your face is supposed to take up, etc...

eh, just take a couple pictures from various distances. Make sure you are standing in front of a plain, off white background. The Kodak machine lets you zoom, crop and gives you template of how large your head has to be in the picture. It worked well for me, but I guess UC does it too.

I just know they rejected my Mom's because she had too much expression, and it didn't look to me like she did.
