Its the final release up on the servers for mirror sites (like UMR's mirror server) to grab before the release date. Basically, its always 'early', its just that this time you now get to notice that it is there before its release is announced.

I got it and I'm still kinda getting used to it... but I like it for the most part. Tabs are a little bigger, they moved the close button for tabs, they added a spell check witch is pretty cool.... Yea I suppose I like it. Its really not a big change from the last version so no biggie.

They added a session restore (like Opera's), which is really annoying. I hit the power button to make the computer shut down, and Firefox takes it as an unexpected close. Now I have to figure out how to disable that. It's one of the reasons I never use Opera and now it's in Firefox.
