They just pick a random day to do it. I think they pick a nice day, so that more people will go to sleep with their windows open and thus be more likely to be woken up at 5 or 6 am. So far, it seems as though they pick one day a semester. They did it in late April/early May my freshman year (WS2000). I don't remember them doing it in AY2000-2001, but I do remember them doing it last semester. If you're not on the side of TJ Northwest that can see Mobil (that would be rooms x11-x22) or on the side of TJ South that faces west (Bread Co., etc.) you probably won't hear them.
