This might be a dumb question, but how exactly do you use a xml file? I know its opened in a browser but I only get tags.

Generally people don't use XML files, they're parsed out and read by a program either on your machine or on a server. Might help to be a bit more specific on what the actual XML file is.

I think the file is run by a server because it gives me a link, but the link itself wont work.

A .xml file is basically a notepad file read by the internet. Generally used for data storage and\or code segments etc. You usually don't need them for anything [they're used by the progs that created them.

It really depends on the context of the file and its location.

one of the goals of xml is to have a files that is both man and machine readable. In that sense you may be able to open up the file with notepad and see what’s up in it easy enough.
