I know Nero allows you to burn different dvdish cds under windows.
K3B is a good choice for linux. This is the one I preffer to use atleast. I don't burn a lot of video cds... but it has a excellent interface, is feature rich, and is pretty reliable because you can choose wich encoding libraries it can use in some cases.
http://www.k3b.org Pretty much any burning software allows you to burn (S)VCDs anywmore.
