You're looking at either diphenhydramine hydrochloride or doxylamine succinate for OTC sleep aids... I find that both of them leave unpleasant effects the morning after.
These other alternatives that I've found aren't really "Over the Counter," but work wonderfully in my opinion. You do have to plan ahead a little if you want to go to bed (since they take a little while to kick in) but the results are well worth it.
First suggestion is Kava Kava. This IS available at Walmart and similar places, but the strength leaves much to be desired. The other substance is Kratom. Neither of these are specifically designed for sleep aids, but have very calming effects. I would recommend purchasing them from the following website: http://www.iamshaman.com (which has the strength necessary for the effects you desire).
With both of these LEGAL substances, you will have to experiment to find the level that works for you, but I highly recommend both of them.
Now that I think about it, melatonin may also be beneficial to you... check out http://www.melatonin.com for more info. (Melatonin is also completely legal and can be purchased otc at most pharmacies)
I use a pair of ear plugs every night to help me fall asleep faster. Works wonders at blocking out the random Counter-Strike and Halo noises echoing down the halls.

How the hell do you wake up?
My alarm clock makes a pleasant, soothing screeching noise that no ear plug could block out. I usually wake up before my alarm clock goes off anyway.
